According to The Times of Israel, Minister Pandor spoke at a solidarity event with Palestine organized by the ruling party, the African National Congress (ANC). „I issued a statement warning those who are South African and fight alongside the Israeli Defense Forces: We are ready to arrest you when you return to your homeland,“ Pandor said. The Ministry of International Affairs and Cooperation had previously announced that South African citizens could be stripped of their citizenship if they participate in a war that their country does not support. South Africa filed a lawsuit against Israel at the International Court of Justice (ICJ) on December 29, 2023, alleging that Israel had violated the United Nations (UN) Convention on the Prevention and Punishment of the Crime of Genocide from 1948. South Africa asked the ICJ to decide on precautionary measures due to the urgency of the situation in Gaza. Hearings on the interim request took place from January 11 to 12 at the Peace Palace in The Hague. In the interim decisions announced on January 26, the court ordered Israel to take all possible measures to prevent the acts defined in Article 2 of the Genocide Convention and to urgently prevent the Israeli army from committing the acts defined in Article 2 of the Genocide Convention against the Palestinians in Gaza. Effective measures were ordered to prevent, thwart, and punish those inciting genocide against the Palestinians in Gaza, and to take urgent and effective measures to enable the provision of necessary basic supplies and humanitarian aid, eliminate the negative living conditions of the Palestinians in Gaza, and adopt the Genocide Convention against Palestinians in Gaza. Effective measures were ordered to prevent the destruction of evidence proving the violation of the law, ensure its protection, and submit reports to the court on all measures taken within a month of the decision coming into effect.
