After months of delay, the US House of Representatives will vote this weekend on American military aid in the tens of millions for Ukraine and Israel.

However, both bills face strong opposition in Congress, and their passage depends on the bipartisan legislature overcoming procedural and legislative hurdles.

House Speaker Mike Johnson said he was determined to vote on the matter, even if it meant risking his power. The vote is being closely watched by Kiev.

The House will vote on the latest passage today, and the Senate could pass the package this weekend. US leader Joe Biden promised to enact the package.

What’s included in the aid package?

Johnson’s foreign aid proposal includes $60.8 billion for Ukraine, $26.4 billion for Israel, and $8.1 billion for the Indo-Pacific region, including Taiwan.

The House will vote on each component separately, increasing the likelihood of approval for some components and failure for others.

The House will also vote on a fourth article that includes the sale of the social media app TikTok by the Chinese company ByteDance, authorizes the sale of frozen Russian assets, and imposes new sanctions on Russia, Iran, and China.

The passed bills will be combined into a single bill and must be approved by the entire Senate before reaching the president’s desk.

Johnson also promised to introduce an immigration reform bill containing resolutions favored by conservative Republicans to garner support for the aid package.

According to the Washington Post, the border law is unlikely to be passed as it requires the support of two-thirds of the House.

Dangerous Situation

Officials in the Biden administration have warned that the situation in Ukraine is serious, with the country’s army facing an ammunition shortage.

CIA Director William Burns said on Thursday in Texas, „The risk that Ukrainians could lose on the battlefield by the end of 2024 or at least enable [Russian President Vladimir] Putin to dictate the terms of a political settlement is very real.“

Ukrainian Prime Minister Denys Shmyhal said in an interview with the BBC on Wednesday that his country needed reinforcements urgently to avoid collapsing without American assistance.

The situation of the Israeli army is vastly different from that of the Ukrainian army. However, President Biden stated that the country’s high-tech air defense systems, tested by the Iranian missile and drone attack last weekend, should be renewed.

In an article published in the Wall Street Journal on Wednesday, Biden called on the House to take action, stating, „This is a precious moment.“

Will the package pass the parliament?

On Thursday, Democrats joined forces with Republicans allied with Johnson to ensure that the aid bill overcame a major hurdle in the House Rules Committee despite conservative opposition.

A similar coalition of Democrats and pro-aid Republicans in the entire House voted 316 to 94 to bring the legislation to a final vote on Saturday afternoon. This comfortable margin was seen as a strong indication that a large bipartisan majority in the legislature was on track to pass the package.
