In our country, Turkish citizens can purchase 15 prepaid lines for each GSM operator, and foreign citizens can purchase 3 lines for each GSM operator. These lines can be provided to fraudsters by border residents for a certain price. It goes against the normal course of life when a person sets limits on themselves. • When the Prosecutor’s Office requests information from GSM companies, these companies respond only after 5 to 6 months. • Despite thousands of requests from the Prosecutor’s Office, the number of personnel employed by the companies on this subject does not exceed 5 or 6. • Due to insufficient sanctions, persons convicted of fraud tend to commit fraud again at the first opportunity. • The report also listed the following regarding the banking system: • For legal reasons, banks do not accept the request to block transfers in their branches due to fraud. Even if the fraudsters are not caught, the possibility of not causing harm to the victim decreases. • There are issues when banks do not provide information about IBAN holders to law enforcement authorities within 15 days, despite the letter from the Prosecutor’s Office. • Although 18,000 IBANs have been identified and implicated in fraud, the identity information of the IBAN holders cannot be accessed.
